This character was also represented in last year's competition & not being fans of whatever modern day Sci-Fi camp she's a part of, we thought it was just an ill-conceived Avatar...
Not actually sure what this character Mystique is supposed to look like, but surely this can't be it..? She needs some make up lessons & pronto! Paint solidity at Halloween is a serious art form (see Ice Queen's heed at 130) & should not be meddled with.
